American settlers in Hawaii wanted to remove the Hawaiian monarch Queen Liliuokalani, but president Cleveland had opposed it. But during the Spanish-American war Congress allowed the Annexation of Hawaii. They annexed Hawaii because it became an important center for sugar production.
